right now you can filter download by location, language, or operating system of the files (if that info is there)

it's a simple XML format, so I think RDF could be used easily tho. it was hard convincing people to try it out, but I think around 17 programs support it now, and sites like OpenOffice.org, opensuse, and curl

yes, the files are pretty easy to create & share. there's a GUI tool for making them and a site for creating/sharing them
