You can make it do this in this case by first shift-triangle then press the 
refresh button.

Ah... this happens when the URIs before and after are frags in the same file.
The location bar *does* change but ffox does not do a reload as the document is 
the same.

This (holding down shift and clicking the 'open' triangle in outline view) is the 
way to make the tabulator.  (It should also get the title in the titale bar (and/
or tab bar) and the URI in the URI box.  In the onine version, it is )
This makes it impossibe to copy the URI of something I have browsed to.
