david_li, is this being tested in the extension and actually having event
override across tabs in the extension, or are you just guessing that it might
happen?  The outline should not and absolutely _cannot_ be catching key events
when its tab is not even active.  Please test / describe a specific case that
generates that behavior in the extension, if it exists.
